Child neglect has once again been in the news with the story of four-year-old Daniel Pelka, who was neglected, tortured and killed by his mother and her partner. The public outrage focuses on how professionals seeing Daniel could have missed the signs and failed to act. Unfortunately, such cases appear to be all too common, with neglect being the most common reason for a child to have a child protection plan in the UK (NSPCC, 2013).
