Turkish Parliament Approves Russian Deal

The Turkish parliament voted last week to approve the May deal for Russia to build four VVER 1200 nuclear reactors at Akkuyu, on the Mediterranean coast in Mersin province. The innovative deal, signed in Ankara on May 12, will let a Russian subsidiary build, own and operate the Akkuyu plant (UIW May17,p3). The text of the agreement, publicly released by the Turkish government last week, stipulates that under a power purchase agreement (PPA) with power firm Tetas, the Turkish company will buy a set amount of offtake from the operating company at a specified weighted average price of $0.1235 per kilowatt- hour. This agreement will be in place for the first fifteen years of each reactor’s operation, and Tetas will be entitled to 70% of the electricity production of the first two reactors, and 30% of the latter two.
