The first time investors got anxious was when Sergey Terekhin, the new minister of economy, announced about inexpedient presence of special economic zones and priority development areas. Just a few people gave a serious thought to these words then. Perhaps, they hoped for the common reality, when declarations break away from particular steps. Nonetheless, the expectations did not come true. The Law No. 2505 put into force became a below-belt hit for investors. This particular document abolished 18 laws effective earlier. It introduced important changes to legislative acts, which used to spell taxation preferences for enterprises operating at priority development territories and running their work upon investment agreements and joint venture contracts aimed to realize technological park projects.
