While nobody "wins" a strike, perhaps, it seems difficult to give this decision to anyone except Foundation Coal - at least unless new facts emerge that look differently than the collection so far. Foundation affiliates, Cumberland Coal Resources and Emerald Coal Resources have signed separate labor agreements with the United Mine Workers of America, drawing to a close a strike that lasted about a week.
