There is no doubt among coal and power generation industry experts that transportation infrastructure is in dire need of improvement. The burning question is; Who will make the needed investments to ensure the necessary upgrades? The current thinking leans toward a cost-sharing plan. At the recent North Carolina Coal Institute spring conference in Greensboro sources reaffirmed their belief that everyone must chip in going forward. "I think we all will have a part in paying for infrastructure," a fuel buyer said. "Part of the railroad rate structure will include capital investment. As a utility, if we look at these sources, we will have to be willing to pay for part of it. The same goes for producers, I think it will mainly come from transportation rates."
