We sometimes hear it argued that the low level of Total Quality Management (TQM) success in the past two or three decades is sufficient proof of its failure and weaknesses. But surely any failings tend to be due to the way organisations implement TQM, often without anchorage to the right platforms of organisational vision, purpose and factors that are critical to its success.
