ASSESSING RISK AT OIL REFINERIES

Historically, conventional engineering wisdom dictated that buildings such as control rooms should be located close to the plants that they were there to control, giving operators ready access to their plants. However, this also placed them at risk from major accidents on those plants, as experience has subsequently demonstrated:Nypro Works, Flixborough, UK, 1974: a devastating explosion caused 28 fatalities, 18 of which occurred in the control room, which was demolished.
