I struggled to identify what contribution to the understanding of quality was intended by this article (December QW). It made no statement of its objective, used no recognisable quality management techniques, revealed only selected statistics and drew conclusions that might have satisfied a Panorama producer but not a quality management (or, indeed, a clinical governance) professional.
