Justification of planners

PLANNING is here defined as the work done to decide: What work to do, How it will be done and How long time it will take. Scheduling is here defined as the work done to decide: When to do the work and Who will do it. Planning shall be done before you schedule work. You can say that all work is always planned before you do the work. That is a fact. The question is how efficiently can this be done?
