AS I WRITE THIS,pulp and paper mills in Finland,the sixth largest producer in the world,are at a standstill:deadlock in talks between employers and unions having prompted first strikes by blue collar mill employees,then a retaliatory lockout by the paper companies.The dispute has also led to an overtime ban in the 16 Finnish-owned mills in neighboring Sweden and the possibility of similar actions elsewhere in support of the workers;it is also certain to have a knock-on effect on markets around the world.
