Austria's Pulp Mill Holding(PMH)has become the latest target of Base Element's campaign to boost its forest product assets.A recent legal ruling has paved the way for the Russian group to grab control of Arkhangelsk Pulp and Paper Mill(APPM).The Moscow court of arbitration determined on May 14 that the Russian anti-monopoly commission's decision last year to allow PMH to consolidate its stake in APPM to 75% was illegal.
