The portuguese government has been forced to go back to the drawing board with its privatization of portucel.The state's planned capital increase adn sale of a 25% chunk of the firm were thwarted when it narrowly failed to achieve two-thirds of the shareholders'votes at an emergency general meeting on October 31.
