Capltal spending constraints have made it difficult, if not impossible, for many North American mills to make major investments in recent years. Mnay companies, including Weyerhaeuser, are holding spending at levels equal to or less than depreciation, which limits funding for major projects. It is often particularly difficult to obtain capital if the project is based on the time-honored, traditional justification-the additional output the investment will produce.
