Though many definitions and concepts of quality assurance have been discussed pertaining to higher education they are seldom found to be of any practical use. These are only proliferated in the policy thinking of many public institutions. The four stage model is only an extension of this thinking where it is assumed that good practices will produce desired product. (11 refs.)
