Quality culture in government: The pursuit of a quality management model

To outline how a government department can develop and implement a total quality management system for achieving service excellence by describing the quality management model of Winnipeg Property Assessment Department. The Pursuit of Excellence Quality Management System (PEQMS) of the City of Winnipeg Property Assessment Department (WP AD) was in response to the highlighted need for a quality process that will ensure that property assessments are fair, open, understandable and defensible. The PEQMS was developed with understanding of the strategic direction provided in the department's vision, mission, and values as the foundation.
