Conditional and restricted Pareto sampling: Two new methods for unequal probability sampling

Purpose:To introduce two new unequal probability sampling methods: conditional and restricted Pareto sampling (CPS, RPS).Summary:The advantage of CPS compared with standard Pareto sampling (PS) introduced by Rosen (Ref. 2) is that the factual inclusion probabilities agree closely with the desired ones. RPS, preferably conditional or adjusted, is able to handle cases where there are several restrictions on the sample and it is an alternative to the cube method for balanced sampling (Ref. 1). The proposed designs have high entropy and the involved random numbers can be seen as permanent random numbers. (21 refs.)
