Teaching quality in higher education: An introductory review on a process-oriented teaching-quality model

As higher educational institutions make teaching excellence a central point, experts have been working on methods for improving the teaching quality. These methods focus mainly on educational organization as a whole, or refer to teacher assessments based on student feedback questionnaires and onsite peer evaluation. They are largely dependent on either students' subjective feelings at course end, or a momentary presentation during a short peer visit. From the perspective of total quality management (TQM), these methods are based on incidental evidences and neglecting the teacher's efforts devoted to the duration of the course. The information systems quality (ISQ) laboratory at the National Central University, Taiwan, is a research center funded by the school and Taiwan's National Science Council (NSC). In addition to research work on educational issues, the ISQ offers its teaching members a systematic and incremental approach for improving quality of teaching. In 2009, the ISQ conducted an NSC project and established a process-oriented reference model to serve this need. The model, called the teaching capability maturity model (T- CMM), is an interdisciplinary work with a process-focus from TQM, and applies the concepts and design of the software CMM/CMMI that originated in the computer industry.
