BUSINESS INDEX JUMPS UP ACCORDING TO BUYERS, times are good. In its February survey of buyers, Purchasing's business conditions index jumped more than 10 points to 61.4 from 51.2 in January, marking the sixth month of the past seven in which the index was above the 50.0 mark that signals growth. "We are seeing more bids this month than the past six months combined," said an Iowa buyer in the February survey.
