In the food industry the country of origin of a product is generally regarded as a sign of quality. If a "leberwurst" claims to come from a specific country, however, that does not mean to say that the animal that contributed the meat to the wurst came from that country as well. A "leberwurst" sold in Belgium may well have been processed in Germany, using ingredients from many different nations which have been transported back and forth through the EU and maybe also overseas.
