Clean fuels program could result in over 47 billion in capital spending at US refineries

In 1999,the Environmental Protection Agency (EPA) released the Tier II sulphur mandates,as part of the Clean Fuels Program,which suggested the lowering of sulphur concenration in gasoline to 30-ppm by 2006.In addition to the mandate,the EPA followed up by proposing the lowering of sulphur content in on-the-road diesel fuel to 15-ppm commonly known as "Ultralow Sulphur Dielsel"(ULSD) in the 2006-2008 time period.
