As the world’s sixth largest domestic market for industrial chemicals, Brazil’s proposed policy is an important step towards the sound management of chemicals globally. The country is in a strong position to expand its chemicals market, due to an emerging middle class with higher incomes. But, this trend has also contributed to a rising trade deficit; $31.2bn by 2014 compared to $6-9bn in 2007, according to analysts Bain & Company. The increase in domestic chemical consumption, per capita, has simply outstripped production over the last few years.
