With its highest number of substances to date, Echa’s sixth recommendation of 22 chemicals to include in the REACH authorisation list (Annex XIV) has brought opposition from some of the industries potentially affected. In the fve previous rounds, the agency has proposed an average of eight substances per year. Thus September’s recommendations are a signifcant step up in the agency’s work in the area of authorisation (CW 1 September 2014). Echa says the aim of authorisation is to assure that the risks from substances of very high concern (SVHCs) are properly controlled and that substances included are progressively replaced by suitable alternatives, while ensuring the good functioning of the EU internal market. In some cases, industry is claiming the burdens far outweigh the benefts.
