Risk management: is industry prepared for the worst?

Managers of an estimated 1500 chemical plants in the USA, by 21 June 1999, must submit an accident prevention and risk management plan (RMP) to the US Environmental Protection Agency that projects potential catastrophic accidents and their off-site consequences. The companies are required to share RMPs with the public and say the plans must therefore be honest and straightforward. Each plant has its own challenges. RMPs are mandatory for firms handling large volumes of any of 140 toxic and flammable chemicals, and each plant uses or stores a different mix.
