During the first years of his tenure as director of the Centers for Disease Control and Prevention (known as the Center for Disease Control at the time), Dr. William H. Foege (CDC Director, 1977-1983) was a leading advocate for disease prevention at a time when primary prevention was not at the forefront of CDC activities and when no other federal agency was responsible for promoting primary prevention in the United States (Etheridge, 1992). Prevention was not a novel concept (e.g., sanitary reforms of 19th century; polio vaccine of 20th century), but national attention was turned toward disease management and treatment with the numerous advances in clinical medicine, Pharmaceuticals, and medical equipment/technology
