MOST of us dread filling our cars and pickups with gasoline, but the longer-term question most families should be asking is how much this apparent new price plateau for energy will affect their individual household budgets. The Energy Information Agency says in 2001 the United States used 429 gallons of gasoline per person, and per-capita energy usage has been in a moderate increase for years.
