Dow Chemical Co. the second-largest US chemical maker, will start construction of a US3-billion ethylene plant in Tianjuin, China, by 2008, almost a decade after the company first sought permission to build the facility. The Michigan-based company submitted an initial study to the Chinese Government in November 1999.
