Kolkata has a population of 5 million and half the population live in areas of unofficial housing, classified as slums. Slum areas may be registered with the Municipal Corporation which means they are entitled to civic amenities, such as street lighting and water supply or may be unregistered. Therefore, some slums have communal water available and roads may or may not be present. Various non-governmental (development) organisations (NGOs) work within these slum areas, providing social care and education. However, none of these organisations have a remit for the care of those with disabilities.
