The Environmental Protection Agency has proposed a new approach to estimate people's breathing rates based on individuals' oxygen consumption rates,the agency said in a Federal Register notice Jan.24(72 Fed.Reg.3135).Currently,EPA estimates breathing rates,called"ventilation"rates,based on a person's fitness.
