Refrigerant debate pits Kyoto Protocol against Montreal Protocol

A global initiative to reduce and eventually phase out the production and consumption of ozone-depleting chemical gases is being hampered by a key element of the Kyoto Protocol, according to an environmental watchdog. The Kyoto Protocol's Clean Development Mechanism allows projects in developing countries to reduce greenhouse gases to earn credits - known as Certified Emission Reductions - which can be used by developed countries to comply with their own emissions caps.
