The Environmental Protection Agency has proposed cutting allowances for Class I ozone-depleting substances that are exported to developing nations to encourage their continued phaseout and to spur the acceptance of alternatives,according to a Sept.21 Federal Register notice(70 Fed.Reg.55,479J.While the Montreal Protocol and the Clean Air Act were meant to phase out a group of chemicals linked to significant ozone depletion,including Class I ozone-depleting substances,it allowed parties to the agreement to continue limited export to developing nations.
