Feb's domestic contracts were not settled as producers were struggling to implement their 4 cents/lb price increase. One producer remained adamant about seeing the full 4 cents go through but others sources said whatever does not get passed in Feb would be rolled to March, implying that part of the increase would not make it in Feb.
