US offers proposal to expand Gulf leasing

The Bush administration,in a rare weekend press release,offered a proposal July 23 to encourage new oil and gas leasing in the Eastern Gulf of Mexico and Alaska's Bristol Bay by giving a greater percentage of development revenues to coastal states that allow exploration and production off their coasts.
