New York-BP,acting on a recommendation federal investigators called "urgent," said Aug 17 it will appoint an independent panel to review safety procedures at its five North American refineries in the aftermath of the March explosion at its Texas City,Texas,plant that killed 15 people.The recommendation from the US Chemical Safety and Hazard Investigation Board calls for BP to ensure the panel completes its review within six to 12 months and makes the results public,which BP said it would do.CSB said its call for an outside investigative board was prompted by several accidents at BP's Texas City refinery over the past two years,most notably the fatal Mar 23 blast that also injured 170 people.
