Gulf of Mexico oil and gas curtailments refused to budge Sep 30 from the 97% and 79% level six days after landfall of the second of two major hurricanes,as pipeline operators began warning of bottlenecks across their systems.The US Minerals Management Service said a combination of factors has limited the industry's ability to recover quickly from Hurricane Katrina,which landed Aug 29,and Hurricane Rita,which landed Sep 24.
