Washington-The US Transportation Department is proposing record civil penalties of us325,000 against Kinder Morgan following inspections of the company's entire hazardous liquid pipeline system.The proposed enforcement action was announced July 15 in Tucson,Arizona.A department spokesman said the proposed penalty is 10 times greater than the previous largest penalty for a similar infraction.
