Domestic and foreign retail and institutional investors lapped up all 142.59-mil shares of India's state-owned upstream giant Oil and Natural Gas Corp within one hour of the offer opening Mar 5,officials said.India's biggest-ever flotation,the government's sale of shares corresponding to a 10% equity in ONGC,is expected to raise over US2-bil.ONGC has a market capitalization of about Rupees 1.03-trillion (US23-bil).
