EC proposes new rules on ships' oil discharges

The European Commission Mar 5 unveiled proposals to make discharging oil and other pollutants at sea a criminal offense. The draft directive would mean captains, shipowners or charterers of a ship will face jail sentences and large fines if foun illegally discharging such contaminants.
