OPEC ministers agree to raise oil output ceiling and cut production

OPEC ministers meeting in Vienna Dec 12 agreed to raise their norminal 21.7-mil b/d output ceiling by 1.3-mil b/d from Jan 1,2003, but said this would translate into a cut in real production as they would simultaneously rein in current excess output.
