Vienna-OPEC ministers arriving in Vienna Nov 13 a day ahead of the cartel's meeting appeared to be in agreement on the need for their fourth crude output cut this year. Some ministers, however, were insistent the size of any new cut should be linked to the volume of contributions from non-OPEC producers, which so far stand at just 30,000 b/d from Russia, the world's second-largest producer after Saudi Arabia.
