As of press time, Congress was returning to Washington for its final work before the August Congressional recess. The National Stone, Sand and Gravel Association says reauthorization of TEA 21 had been elevated to a "must do" prior to the August recess. Staff worked through the July 4 Congressional recess to add details to the outline of the bill that conferees agreed to before the recess. The total guaranteed spending obligations in the bill would be about 286.4 billion dollars over the six-year period, FY 2004 to FY2009.
