It all started with the Federal Mine Safety and Health Act of 1977. There Congress mandated "task training" as follows: [A] ny miner who is reassigned to a new task in which he has had no previous work experience shall receive training ... in the safety and health aspects specific to that task prior to performing that task. If we take the words of the Act at face value, this makes good sense, and it also seems workable. If someone has not done a particular type of work at all (in the words of the Act: "has had no prior experience"), he certainly ought to be trained regarding anything that could hurt him or others, and this training should be provided before the job is attempted.
