Without major technological innovation or policy changes over the next decade, the U.S. will not be able to consume 16 billion gal/yr of cellulosic biofuels, as mandated by the Renewable Fuel Standard (RFS). This is one of the major findings of a congressionally commissioned report published recently by the National Research Council (NRC).The report also concludes that the standard may not be an effective way to reduce greenhouse gas emissions, and that meeting the standard's mandates will likely increase federal budget outlays, as well as have mixed economic and environmental effects.
