The proposal to open the Arctic National Wildlife Reserve (ANWR) to oil drilling emerged as the main controversial issue that ultimately prevented the Senate from passing energy legislation at the end of last year. In an effort to bring closure to energy lesislation last year, Senator Frank Murkowski (R-AK), ranking Republican on the Senate Energy and Natural Resources Committee, attached the H.R.4, the Housepassed energy bill, as an amendment to railroad legislation in December.
