Washington-The anti-spam bill is a step in the right direction for large and small wireless phone customers, but it could be a mere finger in the dike of a potentially bigger problem. President George W. Bush signed the CAN-SPAM Act in mid-December after the legislation roared through Congress, mowing down almost all opposition, as lawmakers moved it through in the same fashion as the wildly popular "Do Not Call List" earlier in the year.
