Welcome to the last issue of 2013 that presents eight articles from a distinguished group of international wind energy authors. Our first paper is from the OWEMES meeting that was featured in issue No. 3 of this year. This paper summarizes experiments designed to simulate the motion of a scale model floating offshore wind turbine. Its authors are Bayati, Belloli, Facchinetti, and Giappino from Politenico de Milano (Milano, Italy). The second paper here describes an optimization tool for use on offshore wind turbine applications. The authors are Sinha, Steel, Andrawus, and Gibson from Robert Gordon University and Stork Technical Services (UK). The next three papers are concerned with wind engineering resource subjects. The first paper is by Grilli and Spaulding from the University of Rhode Island (USA) and presents an assessment of the offshore wind resource for the State of Rhode Island.
