3RD NATIONAL WATER EFFICIENCY CONFERENCE

This was AWA's third conference on this subject and the program has developed to a wide spectrum of topics, with a focus on measurement and auditing. Professor Stuart White, Institute of Sustainable Futures, delivered the keynote address asking the question just how significant was water efficiency, then answering by saying that as a supply option it was one-third to a half of the cost of marginal new supplies for all our cities, and we have to expand it well beyond the current scale. Restrictions have their value in emergency but there will undoubtedly be 'bounce-back' when they are lifted. He noted that the decision-making process often led to inappropriate investment which affected the thrust of water efficiency initiatives. Involvement of the community in planning was verv desirable, but he was against referenda and the recruitment of special interest groups. David Wiskar, Wide Bay Water, focused on the need for detailed measurement with a plea that if you were not planning for your next crisis now, you'll pay far more when it comes. When they experimented with pressure reduction they isolated a block of 2000 properties, and continuously metered the flow to compare the effect of fixed outlet control and flow modulated control. They have now extended automatic meter reading to 22,000 properties, logged every hour. They investigated two installations in USA then modified the software.
