The movement to incorporate smart growth, sustainable development, and green infrastructure principles in capital projects is growing, and talk, as well as some serious research and development work, about decentralized water treatment systems is moving steadily forward in political and industry discussion.rnThis fifth paradigm of urbanism, dubbed as such by Vladimir Novotny of Northeastern University (Boston) and colleagues, features integrated management of urban waters, landscape, and infrastructure and incorporates decentralized approaches to treating, reusing, disposing of, and distributing water.
