The Ministry of Finance has just issued Circular No. 78/2008/TT-BTC to instruct the implementation of several contents in Decree No. 27/2007/ND-CF of the government on c-trading. The circular provides specific instructions for participations in e-trading financial activities; use of e-database of the Finance Ministry; use of c-signature; legal value and private signals on conversed vouchers.rnThe circular also clearly stipulates value-added services in financial activities or value-added network (VAN) that is a service in e-voucher transmission and admission between service users and concerned agencies to conduct e-trading activities in financial sector.
