It is probably true to say that the vast majority of electrical certificates of compliance are issued, accepted and kept on record without any complaints or doubts as to their validity. Sadly, what is also true is that there are a small but significant number of these documents that are not valid. This may happen for various reasons. In some cases the testing and inspection of the installation may have been flawed as a result of negligence on the part of the accredited person. In extreme cases, the person issuing the certificate may not even have conducted an inspection. This is fraudulent and illegal.
