It should come as no great surprise that the CIA is immensely jealous of the stealthy e-mail-snooping software created by its rivals in the FBI. While civil libertarians and ISPs were wringing their hands over the revelation that the FBI had developed a program called Carnivore, which can basically read everybody's e-mail, technologists at the CIA's Directorate of Science and Technology were scrambling to explain to their new boss, Deputy Director Joanne Isham, why they hadn't yet developed a program to do the same thing.
